Water Only Comes Out Of The Cold Tap If The Toilet Cistern Is Filling Up ?

my cold tap in the bathroom sink will not work at all except when the toilet cistern is filling up or the cold bath tap is running. . is this a washer problem,water pressure problem or do i need a new tap????
