Water In Oil – Pressure Washer Pump?

I have got water in my pressure washer pump oil. Im sure this means the seals are gone, but why isnt it leaking water out from between the head the the crankcase and onto the ground? But yet it can still push water into the crankcase? I dont know that part. Do i have a problem other than the seals? The pressure is kinda low, 4000psi unit, 4gpm and only running 2300 psi or so with a 4. 5 nozzle. Should be about 3500 i reckon with that nozzle. I did adjust the engine speed down a small but not too much. Pressure does build up to a small over 4000 psi according to the gauge when the trigger is released and the unloader goes to bypass mode. Please help!?

    the crank case it self is a two piece unit and there is a gasket there
